Why use the wheel when you can provide a square wheel, that is less practical, so you have to train people how to use proper.

Transcript: I was just reading that on the Island of South Georgia the reindeer population got so out of hand the locals decided to wipe them out. Did they deploy a flock of trained killdeers to swoop down and pick their bones clean? No, I think they mostly just shot at them. And with all those trained killdeers out of work - typical bureaucrats.
