DRAMATIC IRONY!?
So, I just want to make it clear, and I've established this before, but the skull flame-head with sweat drops is Julian's internal anxiety. I'm trying to do some more characterization here. People in real life are often contradictory, and I find often in media people end up being written doing/feeling contradictory things and people act like it's a writing flaw when it's not necessarily (Rick and Morty I think is the best example of this). Anyway Julian also has this problem, and it's something I tried to show in the Pisces fight in issue 1; He has this core of wanting to right wrongs, wanting to fight for freedom and put overbearing authorities in check, but at the same time he has an understandable realistic fear of death, and of the danger he's in at all times.
